The Officials and Managers category includes employees that are appointed to positions that have assignments that require primary and major responsibility for management of the institutions.  Assignments require the performance of work directly related to management policies or general business operations of the institution or department.  Responsibilities customarily require the incumbent to exercise discretion and independent judgment and to direct the work of others.  Qualifications for these positions include considerable education and experience.
