An overview on the CSEFEL model for promoting the social emotional development and school readiness of young children birth to age 5. Social and behavioral competence in young children predicts their academic performance in the first grade over and above their cognitive skills and family background.

IEPs which are up to two years old are more frequently being challenged by parents and their attorneys as having failed to have been constructed in such a manner that essential services were omitted, and as such, these IEPs were flawed at the onset to such a degree that the student was denied FAPE. Petitioners then conclude that schools should be responsible for multiple sources of reimbursements to parents of such students. The presenter will examine several questions relating to this issue.
