Policy Series #1:
Developing Public Policy
June 11 & 12
Indiana State House, Indianapolis
Objective: We will examine the roles of those behind the scene that write and interpret public policy, including the Legislative Service Agency, the Department of Education, the Governor’s Office, and the Office of Management and Budget. We will examine their specific roles and functions; how each communicates with legislators authoring or sponsoring the legislation; how legislation evolves into fiscal regulation; how special interest groups communicate and how they stay up to date as bills progress throughout a session of the Indiana General Assembly. We will also discuss the difference between Indiana Administrative Code and statute, and the function of long sessions as compared to short sessions of the Indiana General Assembly.
Resources: We will look at the job duties for each division and meet with representatives for the entity involved above.
Project Outcome: Each participant will develop an instructional PowerPoint or Podcast which will be directed at teaching school administrators:
How to locate specific sections of Administrative Code and statute.
How to track revisions to bills of interest to their local school district.
The role of each of the above agencies.
A directory for reaching those within each agency that impact educational decisions.
The impact each agency has on educational legislation.
The data collection that is needed to better communicate to each agency specific needs of school districts.

Policy Series #2:
Evaluating and Proposing Public Policy
June 22 & 23
Indiana State House, Indianapolis
Objectives: We will examine how to document issues when laws or administrative code need to be created or revised, and how to develop a proposal to suggest a change to existing statutes.
Resources: We will hear from legislators and representatives from the Legislative Services Agency as to how they evaluate existing legislation and determine needs for additional statutes and examine and report on specific education related statutes.
Project Outcome: Each participant will develop an instructional PowerPoint or Podcast which will be directed at teaching school administrators:
How to draw attention to a local need that may require legislative action and how to build a case for the need identified.
What resources exist for evaluating your need.
How to determine a “cost out” for any fiscal implications resulting from a statutory change.
How to present, through a sample illustration of a recommendation for a statutory change, such a recommendation for consideration.

How School Administrators Can Become
Engaged in the
Process
June 25 & 26
Indiana State House, Indianapolis
Objective: We will examine how members of the Indiana General Assembly communicate with school leaders; how they gain information relative to school corporations; how legislators prefer to be contacted to receive information relative to schools; 3rd House communication; how various educational associations develop legislative positions; and how these groups work together.
Project Outcome: Each participant will interview two members of the Indiana General Assembly to ascertain:
How they prefer to receive communications from school leaders.
How the legislator seeks input when considering a bill that will impact education in the state.
Who
they see as resources for information concerning education in
Participants will then publish a plan for future contacts with legislators and other policy makers.
