The Curriculum and Academic
Affairs Committee (CAAC) met 21 times during the academic year and one
meeting in Summer Session I.

Program Review
CAAC reviewed and acted on
modifications of 80 programs including elimination of 16 programs. This is
almost three times as many as in the preceding years. A large number of the
eliminations arose from the reorganization of the curriculum of the
Languages, Literatures, and Linguistics Department and the
College
of Technology. College of Technology also accounted for the
revisions in the names of degree programs and departments.
Several programs in Arts and
Sciences were consolidated including Chemistry and Physics and Psychology
and Sociology.
CAAC reviewed and endorsed the revisions of the
University Honors Program and the Liberal Studies Program.
CAAC has continued the revision of the Curriculum
Approval Procedures Manual, CAPS Manual, to expedite curricular review and
allow the Committee to address broader issues. Wherever difficulties with
the CAPS manual were identified or sources of difficulty were encountered,
recommendations were generated and were included in the revision. One of the
issues identified this year were the difficulties arising from lack of
knowledge about procedures and insufficiencies in the development of
documentation that occurs at the program level and requires considerable in
governance and in deans offices and in Academic Affairs. Several issues were
suggested to address the issue including: continue to revise and simplify
the forms and process, having dedicated support staff available to assist
with development of materials; offering workshops at key times of year, and
the development of strategic deadlines for proposals to allow better
planning and execution of the process. Finally, the CAPS Manual needs to
develop clearer process for establishing, merging, and eliminating academic
units.
Ex officio members attended
meetings regularly and had valuable input in Committee discussions.
Good communication between CAAC and the General Education Council and
the General Education Coordinator has continued.
Charges From the Executive Committee and Action Taken on Each Charge

Meet and process curricular proposals according to the CAPS manual.
As a consequence of the reorganization of the
College
of Technology and
changes secondary to program prioritization, CAAC reviewed and acted on
nearly twice as many program revisions as it has in recent years.

Discuss planned process for
revising University mission statement and other preparations for NCA
with Kevin Snider (currently the administration’s “point-person” on NCA
preparations) and make recommendations.
CAAC regularly
discussed the activities of the NCA and discussed and reviewed the Mission
Statement and the Values Statement as it went through the process of
development and refinement.

Coordinate with Gen Ed Director
to review process for and recommendations of Gen Ed program review.
The Director of
General Education served as an Ex Officio member of the Committee and made
weekly reports regarding both the activities of the General Education
Council and the General Education Task Force. Early in the Academic Year
CAAC adopted a statement addressing the Committees approach to the
revision of General Education.
The Committee resolved to look at the output of the Task Force for clarity,
focus, and a new re-coherency of the general education program.
The Committee assessed that some areas may no longer be needed, and
other areas may need to be added.
There needs to be a paradigm shift toward a leaner, more coherent
program and that this is not possible through tinkering with the system in
its present form. The revision needs to address core questions including:
What do our students need for the 21st Century?
What does the program need to be? What do we need to have?
A fresh approach is needed.
Communication and Critical Thinking are two areas that have been
discussed. Implementation
issues are paramount. The new
program must also be able to be offered as distance education and be
sensitive to optimum use of resources.

Receive and review documents
pertaining to the mission and academic organization/structure of the College of Nursing, Health, and Human Services.
CAAC received
regular reports from CNHHS representatives. The process focused on the
search and hiring of the dean and in the absence of clarity regarding
leadership much of the progress was focused on defining options and
revisions of the Nursing program and some programs in Recreation and Sports
Management.
Items that CAAC Addressed During the Academic Year
CAAC addressed a number of
items that were brought before the Committee or arose from issues or
documents the Committee received. These included:

Developments of Information Technology.
CAAC met with CIO Ed Kinley who provided an update on
the instructional implications of student and faculty computing and other
developments that will facilitate research and collaboration with other
faculty and research centers.

CAAC approved a documents addressing “Large
Enrolment Sections” and the “15 Hour Rule” that will be included in the CAPS
Manual.

CAAC
monitored and addressed issues associated with the transfer of the
University Catalog to the
ACALOG system.
·
CAAC
monitored the progress and provided input to General Education Task Force
and the NCA efforts.

Approve the proposal as amended from the Languages,
Literatures, and Linguistics Department for revision of the BA new title:

Teaching, World Languages Teaching, and Teaching English as a Second
Language. Passed, 8-0-0.
Approve the proposal from Business for revision of the
Business Core of the B.S. Degree, Passed, 8-0-0.
Approve the proposed revisions in the University Honors

Modifications of CAPS Manual
“Proposed Course Policies for the CAPS Manual” document that includes
statements on documentation requiring programs to maintain course syllabus
and course documentation for a period of at least ten years to provide for
such things as transfer credit evaluation, etc. passed, 7-0-0.
The CAAC recommends all references pertaining to course hours will
henceforth be “Credits.” The
CAPS Manual will be modified to reflect this change as will the catalog and
schedule of classes. Approved 5-0-0.
CAAC recommended statement to the effect that “This Minor is
not open to Majors in
‘xxx’.” Where “xxx” represents that major area containing the majority of
courses found in the minor.
This statement will be at the Department’s discretion and will be added to
the CAPS Manual.
Comprehensive principles for prerequisites need to be established and placed
in the CAPS Manual.
Other Matters
Approve the “Large Enrollment Sections” document, as modified including the
statement of “80 or more students.” - Passed, 9-0-0
It was suggested that language may be added to the CAPS Manual on the
process of establishment, merger, and dissolution of departments, units, and
colleges as CAAC has primary Handbook authority in such matters.
Proposal from the Elementary, Early and Special
Education Department for the creation of a new Course, ELED 425, required on
the Minor in Early Childhood Education was received, 5-0-0.
Approve modification of the 15 Hour Rule to remove the “NOTE” from number
two in the document and have Academic Affairs inform the deans of the need
to place language in their requirements pertaining to this issue where
appropriate. The language of
number four was amended to say “at least” nine must be….” Passed, 7-0-0.
