Chris McGrew, Director
Chris McGrew is the Director of the Office of International Programs and
Services at Indiana State University. He also serves
as President of Global Indiana: A Consortium for International Exchange
and previously served for 10 years as social studies coordinator for the
Indiana Department of Education. McGrew holds a master’s degree in
economic education and entrepreneurship from the University of Delaware
and bachelor’s degrees from Purdue University in secondary social
studies education and in political science and economics. In December of
2011, he is expected to complete a Ph.D. in education, with a social
studies emphasis, from Purdue.
Janis Halpern, Study Abroad Program Director
JANIS
HALPERN has brought the Academic Programs Abroad Office at Indiana State
University from its beginning stages in the early 1990s to where is
today--sending over 100 students abroad who chose from over 100 sites in
more than 30 countries. Janis holds both Bachelor's and Master's degrees
from Boston University in Spanish language and literature. She has
studied abroad herself in Spain, Israel, and Mexico. Janis is a member
of the National Organization of International Educators (NAFSA). She has
been actively engaged in the Consortia to which Indiana State University
belongs, having served as Chair of the Midwest Consortia for Study
Abroad (MCSA), and Chair of the Council of Advisors for the
International Student Exchange Program (ISEP) from 2004-2006.

El-Houcin Chaqra, Associate Director for International Development and
Academic Linkages
EL-HOUCIN
CHAQRA joined the Office of International Programs & Services as
Associate Director in 2002. Prior to his current position, he was
Associate Director for the Office of Sponsored Programs and adjunct
faculty in the Political Science Department at ISU. Under his leadership
at the Office of Sponsored Programs, ISU increased its grants awards
from $5 million/year to $15 million/year. As adjunct faculty he taught
Introduction to Political Science and American Government courses for
undergraduate students. He taught graduate courses in Research Methods,
Statistics, and MIS in Public Administration for the MPA Program. In the
last four years at IPS, Chaqra has secured over $1.5 million in grants
to support joint programs between ISU and its international partners. In
his current role, Chaqra is responsible for international development
and academic linkages, and he provides support for international grants.
He is a DSO, ARO and the contact person for the Fulbright Program. He is
a recipient of ISU’s Lloyd Benjamin III Medal of International Services.

Zachariah Mathew, Associate Director
ZACHARIAH MATHEW joined the Office of International Programs & Services
as Associate Director in 2011. Zachariah is a 2003 graduate of Indiana
State University with a Masters degree. Currently he is pursuing his PhD
in Higher Education Administration at Indiana State University. Prior to
joining ISU Zachariah worked at Mallya Aditi International School,
Bangalore, India and Sullivan County Community College, Loch Sheldrake,
NY. Zachariah’s responsibilities include coordinating the
international student and scholar services and assisting student groups
to sponsor campus and community events, overseeing community engagement
programs for students and scholars, and working with short-term
on-campus programs and delegation visits.

Maria D. Chaqra, PDSO,
Assistant Director
MARIA
D. CHAQRA joined the Office of International Programs & Services in
1998. She has a BA in French Language and Literature and a Master of
Public Administration from Indiana State University. Ms. Chaqra
supervises the undergraduate credentialing process and immigration
advising at ISU. She is also responsible for approving CPT (Curricular
Practical Training) employment and, advising F-1 students on OPT
(Optional Practical Training) employment and coordinating the new
international student orientation. She serves as the institution’s
Principal Designated School Official (PDSO). Originally from the Canary
Islands, Spain, Ms. Chaqra is fluent in Spanish and French.

Pam Tabor, International Student Advisor
PAM
TABOR joins the Office of International Programs and Services as
International Student Coordinator. She will be serving as a credential
evaluation specialist and Designated School Official. Ms. Tabor is a graduate
of Indiana University with a bachelors degree in Art, and she is a
professional muralist. Ms. Tabor brings diverse professional experience
and skills to the IPS team and enjoys reading, cooking, working in her
studio, treasure hunting and spending time outdoors.

Christine Knight, Administrative Assistant
CHRISTINE
KNIGHT returns to Indiana State University and joins the Office of
International Programs and Services Department after completing her
Master’s in Leadership Development from St. Mary’s-of-the-Woods College
in May 2010. Christine completed her Bachelor’s in Social Work from
Indiana State University in 2008 and has served as Program Director of
an Alzheimer’s Unit the last two years. Christine worked at ISU
2001-2008 in the IRC/IITS College of Education. Christine maintains all
of the IPS budgets, as well as prepares travel documentation for
professional/administrative staff. She provides clerical support to the
Visiting Scholar program, Study Abroad program and helps to coordinate
delegation visits to and from campus. Christine also provides clerical
support to the Director of the IPS.
