Poverty and civil strife may set his country back on the global market, but Prosper Panumpabi Mulumba envisions education and cooperation as the means to help pull the Democratic Republic of Congo out of economic and political instability. Mulumba toured Indiana State University on recently, and, as a man of many hats in his country, he had a number of purposes for his visit. As deputy administrator general of the DRC’s Ministry of Post and Telecommunications, Mulumba wanted to take a look at ISU’s telecommunications network.
