The inception of the idea for an exchange program occurred during the National Association of Social Workers' (NASW) Conference in November of 1995.
At this conference, the Director of the Social Pedagogy and Social Work at Tambov State University spoke on social work and social welfare in Russia. While listening to her presentation, Robyn Lugar, then field coordinator of ISU's Department of Social Work, began thinking of the possibility of a summer exchange program between the two universities.
The plan was for a seminar to be offered (International Social Work Seminar and Internship) in Russia taught by American and Russian faculty. The other half of the seminar would then be taught in Terre Haute at Indiana State University.
A successful and beautiful relationship was forged and as a result a cooperative agreement was signed between representatives from both universities that will seek to do the following activities:
organize and set a schedule for regular exchange of faculty and students and to make a visiting scholar segment an integral part of these programs.
explore the possible development of distance education initiatives in fields of mutual interest
hold joint scientific conferences and seminars in order to broaden and strengthen university scholars' personal contacts and to invite scholars of the two universities to participate in international conferences.
encourage cultural sports and community programs involving the participation of both Tambov and Terre Haute communities.
