Best practices in assessment calls for a multiple-step process which includes:
Identification of areas in need of assessment
Development of appropriate assessment protocols with attention to validity and reliability
Data collection
Data analysis
Dissemination of results to promote and preserve transparency
Use of results to inform tactical and strategic planning
Evaluating operations and programming for effectiveness after implementation
