The UniLOA’s development followed a formal, multi-phase format.

Phase One-Background Research and Instrument Construction

Background research, domain and item development
  • Conduct concept mapping to assist in the identification of domains to be measured
  • Field research to identify critical domains
  • Creation of items to operationalize the various domain constructs

Phase One procedures were concluded in October of 2006

Phase Two- Norming, Reliability, and Validity Studies

Refining the instrument:
  • Data collection to establish normative, baseline levels for the domains
  • Internal reliability studies and item-reduction
  • Established  a network of pilot project partners and affiliate licensees

In exchange for serving as a pilot partner, institutions were granted licenses to administer the UniLOA at their home institutions in perpetuity and receive all published documents, reports, and summaries of data collected at their institution at no cost,.

Phase Two procedures were concluded in January of 2008

Phase Three - Continuing Operations

Continuous Data Collection and Norming Studies

As UniLOA Licensed Partnerships continue increase in number:

  • Data will be continuously entered into the UniLOA National Database providing for dynamic norming
  • National, regional and local norms will be reported on a regular basis to the higher education community and to other interested constituent groups
  • Specialized reports will be generated and delivered to partner institutions to assist them in better analyzing data collected by their organization

To date, the UniLOA project has collected data from students enrolled at over 100 institutions of higher education
