A recent report regarding accountability and
assessment in higher education from the Secretary of
Education’s Commission on the Future of Higher
Education has essentially laid the groundwork of
expectations colleges and universities will be
required to meet to provide evidence of holistic

The Council for Higher Education Accreditation
issued a paper in 2001 focusing on the need for
higher education to focus on and measure learning
outcomes by stating "Student learning outcomes are
rapidly taking center stage as the principle gauge
of higher education's effectiveness." The full
