The Patient Protection and Affordable Care Act (PPACA) of 2010 is the signature legislative accomplishment of President Obama’s administration and the 111th Congress. The unprecedented scope of the law affects a broad swath of the nation’s economy and changes health care financing and health care delivery immediately and in the future. While some provisions of the law became effective at enactment on March 23, 2010, other provisions will take effect in sequence through 2018.

A majority of the states, and numerous organizations and individual persons, have filed legal actions in federal court challenging the constitutionality of PPACA. Federal appellate courts are almost evenly divided on the constitutional issues raised in this litigation; at the district court level, three judges upheld the constitutionality of PPACA and three declared it unconstitutional, in part. Other challenges have been dismissed on technical grounds. The Supreme Court may review the matter as early as the end of 2011, with a decision possible by mid-year 2012.

Needless to say, PPACA continues to generate highly charged public policy debates on responsible and sustainable reform. Meanwhile, PPACA is the law of the land until, or if, the Supreme Court decides otherwise. Employers, state governments, health insurance plans, and health care providers are planning and initiating steps to comply with various provisions of the law.

Today, leading scholars will discuss their work examining public policy issues raised by PPACA. Other speakers will address how the law is being implemented, employers’ plans regarding future provision of employee health care coverage, state action to establish mandated insurance exchanges, and actions of health insurance providers and consultants. We have a terrific line-up of thought leaders with us for this important conversation. We are especially fortunate to have as our keynote speaker Mr. Wayne S. DeVeydt, Executive Vice President and Chief Financial Officer, WellPoint, Inc. We look forward to your participation and engagement in today’s discussions.
